- Rosenberg Library represents Galveston’s past, present and future, a unique institution serving as the principal repository of Galveston’s historical heritage and providing technological and traditional library services, all as a continuing resource for the community, its children and its children’s children.
- The impact of technology can be felt in all aspects of American life, with access to information only a click or two away. Although the Internet has opened up access to vast amounts of information, it is a largely unregulated medium that provides both highly reliable and completely unreliable information.
- The Rosenberg Library affirms the right and responsibility of parents or guardians to determine and monitor their children’s use of library materials and resources. The library recognizes that restriction of a child’s access to the Internet is the responsibility of parents or guardians.
- The Rosenberg Library does not monitor material which may be accessible from Internet resources. However, the library’s staff is available to provide guidance and assistance in using all online resources.
- “Hacking” and other unlawful online activities by anyone using library Internet connections or computers constitute a serious violation of Rosenberg Library policies and will not be tolerated.
- The Rosenberg Library prohibits the unauthorized disclosure, use, and dissemination of personal information regarding minors.
- The Rosenberg Library’s firewall, through which access to the Internet is provided, includes filtering software that permits system administrators to block network traffic to certain types of Internet sites. In compliance with the Children’s Internet Protection Act (CIPA) legislation, access to all known sites containing adult entertainment, child pornography or other obscene material, or which promote illegal activities, shall be blocked on all library computers. However, no filtering system is foolproof; this measure is designed to restrict minors’ access to materials harmful to minors. The Library cannot guarantee that access to every site containing adult entertainment, child pornography, or which promotes illegal activities will be blocked. Furthermore, the Rosenberg Library cannot guarantee that there will not be instances when the filtering software may “over block” sites which have legitimate informational or research value.
